Cabinet was asked to approve the next stage of the King Alfred Leisure Centre regeneration project. The proposal was to enter into agreements with Alliance Leisure Services and allow Willmott Dixon Construction to undertake enabling works, including demolition of the disused bowling alley, funded by bringing forward £3.5 million from the existing capital budget.

Recommendation
Enter into Development Management Agreements with Alliance Leisure for the enabling works; delegate authority to the Corporate Director City Operations, in consultation with the Cabinet Member for Sports, Recreation and Libraries, to finalise and enter into the agreements and related documents; and bring forward £3.5 million from the previously agreed project capital budget to fund the works up to November 2026.
Financial impact
£3.5 million is to be released from the previously agreed £65 million indicative capital budget for enabling works up to November 2026. This would bring total committed and spent before the final decision to £8.5 million and create an estimated revenue commitment of £170,000 per annum over the life of the asset.
