The refreshed Council Plan sets out Brighton & Hove City Council’s priorities for 2025 to 2027: a city to be proud of, a fair and inclusive city, a healthy city, and a responsive, well-run learning council. It outlines planned investment and service improvements across housing, transport, the environment, health, children’s services, equality, technology and financial resilience.

Recommendation
To deliver the priorities and commitments set out in the refreshed Council Plan 2023 to 2027, working with residents, communities, businesses, public-sector partners and other organisations.
Financial impact
The plan identifies almost £37 million for planned and major council housing works in 2025/26, almost £15.2 million for building, health and fire safety improvements, just over £50 million for additional council homes, nearly £1.8 million for tenancy services, £3.1 million for Skills Bootcamps, £2.8 million in grant funding for electric vehicle charging points, and a target general fund reserves position of £12–15 million.
