The council proposes introducing an online calculator to determine contributions for on-site public art in large development schemes. The approach would use the development’s location within CIL residential zones and its Gross Internal Area, with contributions below £25,000 not requested.

Recommendation
Introduce the online Developer Contributions Calculator for on-site public art provision, include it in the council’s Developer Contributions Technical Guidance, and apply an associated minimum contribution threshold of £25,000.
Financial impact
A minimum threshold of £25,000 is proposed; the consultation report states that £274,300 was received from schemes below this threshold during 2013–2021.

Next steps

parsed
  • Include the calculator in the council’s Developer Contributions Technical Guidance.
  • Clarify in a supporting note that sites within a Nil CIL charging zone remain subject to relevant S106 contributions and that the surrounding CIL residential zone applies.
  • Case officers will test the calculated public art contribution against other developer contribution requirements on a case-by-case basis.
