Brighton & Hove City Council was recommended to opt in to the national scheme for appointing external auditors for the 2023/24 to 2027/28 period. The scheme, managed by Public Sector Audit Appointments ltd, was considered likely to secure better value and lower fees than a local procurement.

Recommendation
That Audit & Standards Committee recommend that Brighton & Hove City Council formally opt in to the national scheme and adopt Public Sector Audit Appointments ltd as the appointing person for external auditors for 2023/24 to 2027/28, and delegate authority to the Chief Finance Officer to take all necessary steps.
Financial impact
The likely value of the external audit contracts is estimated at around £175,000 per annum including rebates, or around £875,000 over five years. No precise cost is available until procurement is completed.
