Everything below was read out of a PDF by a model It is useful and it is not authoritative. The document it came from is linked in the rail, and where the two disagree the document is right.

The assessment considers the equality impacts of procuring a new contract for heating and hot water servicing, maintenance, repair and installation in council housing. It identifies potential risks for older, disabled, low-income and migrant residents, particularly from higher energy bills or difficulty using new heating controls, and sets out actions to mitigate these risks.

Recommendation
Proceed with procurement while requiring suppliers to demonstrate experience supporting residents affected by fuel poverty and cold homes, provide accessible advice and controls, continue resident engagement, consider energy bills when introducing new technologies, improve building insulation where feasible, and monitor equality impacts throughout the contract.
