Brighton & Hove City Council proposed procuring a printing, fulfilment and mailing contract for statutory electoral registration and election-related correspondence. The contract would run for an initial two years, with the option of extending it by up to two additional years, and would replace the existing arrangement with Civica Election Services.

Recommendation
Approve procurement of an Electoral Registration Officer and Returning Officer printing services contract for an initial two-year term with up to two additional years of extensions, and delegate authority to the Executive Director for Governance, People & Resources to procure and award the contract and grant any extensions.
Financial impact
Approximately £100,000 annual spend in the first year, including approximately £77,000 for postage; the contract could exceed £500,000 over its term due to postage cost increases.
