A report outlining a response to recent requests from members regarding charging for motorcycles, Emissions charges for paid parking and parking charges in the Fiveways area

1) That Committee agrees that in relation to variable emissions charging further data should be collated to facilitate the development of proposals which should be reported to Committee in November 2023. 2) That Committee agrees that officers should report back to this Committee in November 2023 on the way forward for motorcycle charging. 3) That Committee notes the report in relation to free parking and that any changes to any area must be considered as part of the annual fees & charges process.

The report proposed collecting local vehicle-emissions data before introducing variable parking charges, and bringing options for motorcycle charging back to the committee. It also noted that any changes to free parking in Preston Drove and Ditchling Road would need to be considered through the annual fees and charges process.

Recommendation
Agree that further data should be collected on variable-emissions charging and proposals reported to the committee in November 2023; require officers to report back in November 2023 on the way forward for motorcycle charging; and note that any changes to free parking areas must be considered through the annual fees and charges process.
Financial impact
£18,000 for a six-month variable-emissions data-collection trial, to be met from existing budgets; approximately £10,000 in compensatory savings would be required if parking charges were removed in the Fiveways area.
