Everything below was read out of a PDF by a model It is useful and it is not authoritative. The document it came from is linked in the rail, and where the two disagree the document is right.

The report sought approval to procure a new joint hybrid framework for independent-sector foster care placements, led by East Sussex County Council and jointly used with Brighton & Hove City Council. The proposed framework would run for four years from 1 April 2023, with an option to extend for up to two years and opportunities for providers to apply again during the term.

Recommendation
Grant delegated authority to the Executive Director of Families, Children & Learning to procure and award a hybrid framework agreement jointly with East Sussex County Council, and to procure and award call-off contracts and individual placement agreements under that framework.
Financial impact
The framework itself has no financial value. Contracts called off by Brighton & Hove City Council under the framework are currently valued at approximately £3.100 million per year; the 2022-23 budget for external foster care placements with Independent Fostering Agencies, including disability placements, is £3.217 million.
