The report recommends a sustainable mix of sports, leisure facilities and public park space for the Kingsway to the Sea project. It supports retaining bowls, croquet and events, improving tennis access, and adding padel, sand-based sports and wheeled sports, but recommends excluding football because of likely concerns about floodlighting, parking and proximity to homes. Management should be transferred to a single operator through a formal tender and contract.

Recommendation
Proceed with the proposed facility mix for the Kingsway to the Sea scheme, including improved tennis, bowls, croquet, events, padel, sand courts, accessible routes, public parks and support facilities. Do not include football in the scheme design, and manage the sports park through a single operator appointed under a formal tendering and contractual agreement.
Financial impact
Brighton & Hove City Council has been awarded £9.5 million from the Levelling Up Fund. The financial assessment indicates that the scheme could generate a net payment to the council from the operator, but detailed figures are commercially sensitive and were not published.
