This report will assess the need to retain weekly kerbside household refuse collections in the context of the anticipated ongoing reduction in residual waste as a result of expanded recycling and separate weekly food waste collections while ensuring the maintenance of the existing schedule of communal waste and communal recycling collections

1) Cabinet agrees the actions set out in the report to explore and develop a proposal for a future model of delivery for waste collection services, in particular through modelling and independently assessing round structures. 2) Cabinet approves the use of a waste composition survey to assess how the current service is being used. 3) Cabinet approves the engagement with residents and staff as set out in the report to ensure a collaborative and evidence led approach to the redesign of the waste collection services. 4) Cabinet notes that a further report will be brought to Cabinet to assess the outcome of the waste composition survey, round analysis and engagement with residents and staff, and for a further decision to be made on the future model of the service based on this data.

The report proposes work to develop and assess a future waste collection model designed to increase recycling, reduce residual waste and improve service efficiency. Cabinet is asked to approve a waste composition survey, analysis of collection rounds, and engagement with residents and staff before a final service model is considered.

Recommendation
Cabinet should agree the proposed exploratory work and round modelling, approve a waste composition survey, approve engagement with residents and staff, and note that a further report will present the findings and options for a future waste collection model.
Financial impact
Estimated revenue costs for exploring the new collection model and commissioning the waste composition survey will be supported by £0.512m of one-off project funding identified in the 2025/26 budget. Estimated capital investment for glass collection is £0.076m from existing capital resources; future investment may be required and financial implications are likely to exceed £1m.
