1) That Committee approves an initial high-level consultation in the West Hove area, Hove Park area, Hanover & Elm Grove area, Coombe Road area & Wish Road area light touch parking schemes. This high-level consultation would seek resident's views on converting to full schemes or remaining as a light touch parking scheme. 2) That Committee agrees that as part of this high-level consultation residents will be given options on keeping to a light touch parking scheme with a potential increased price for 2024/25 or changing to a full "outer" parking scheme with the current light touch prices frozen for 2024/25. 3) That Committee approves a new alternative permit pricing option for a full parking scheme permit in "outer" parts of the city as part of the above consultation. This replicates all the current costs of light touch parking schemes.

The report proposes consulting residents in five areas on whether to convert light touch parking schemes to full schemes or retain the existing arrangements. Residents would also be asked about alternative permit pricing, with the consultation results reported to the Committee in December 2023.

Recommendation
Approve an initial high-level consultation in the West Hove, Hove Park, Hanover & Elm Grove, Coombe Road and Wish Road areas; offer residents options to retain light touch schemes with a potential 2024/25 price increase or move to full outer schemes with light touch prices frozen; and introduce an alternative outer full-scheme permit pricing option replicating current light touch costs.
Financial impact
A £300,000 annual savings target has been applied to the budgets for converting light touch schemes to full schemes; £450,000 is expected to be achieved, allowing for £150,000 of increased staffing costs. Costs are expected to be contained within current Parking Services budgets through additional parking income.
