Councillors were invited to disclose any statutory or voluntary interests in matters appearing on the agenda.

The Council was asked to approve as correct records the minutes of the Special Council Meeting and Ordinary Council Meeting held on 30 April 2009, and the Annual Council Meeting held on 14 May 2009.

The Mayor's communications were scheduled for consideration.

Members were scheduled to present petitions to the Mayor at the meeting.

Written public questions received by the 9 July 2009 deadline were to be circulated in an addendum and considered at the meeting.

Councillors' written questions and written answers were to be taken as read, with provision for relevant supplementary questions without discussion.

The Council was scheduled to call over items 9 and 10, receive or approve reports and recommendations except those reserved for discussion, and consider oral questions on Cabinet, Cabinet Member and committee reports.

The Council was asked to consider the Overview & Scrutiny Annual Report presented by the Acting Director of Strategy & Governance.

The Counter Fraud Strategy was referred to the Council for information, with the report presented by the Director of Finance & Resources.

Six notices of motion were listed for debate: social housing and unemployment, wasted spaces, local newspapers and independent newsagents, the Great British Refurb and eco-jobs, public services, and metering water supplies in flats.

Two notices of motion previously referred to the Cabinet Meeting on 21 May 2009 were reported to the Council for information only and without debate: neighbourhood policing, council services and Local Action Teams, and support for apprenticeship programmes in Brighton and Hove.
